本类下载排行　　人民网北京4月22日电（记者 宋心蕊） 中国信息通信研究院今天在京发布了《2014年中国网络版权保护年度报告》。报告指出，随着我国接入国际互联网进入第二十个年头，以及“宽带中国”战略和4G商用的全力推进，2014年出现诸多新型版权问题。我国版权执法监管部门准确把握互联网尤其是移动互联网产业发展的新形势，加强执法、厉行监管，推动网络版权保护取得积极成果，营造了健康、有序的网络环境。但同时仍存在诸多问题和挑战，加强网络版权执法、打击网上侵权盗版行为，仍是我国一项长期复杂艰巨的任务，同时也是依法治理网络空间、推动知识产权保护的重要举措。　　报告认为，2014年我国互联网产业发展呈现了业务应用横向延伸、文化产业纵向深入、新旧媒体跨界融合发展的新态势。移动应用程序、自媒体、网盘等新的业务形态发展，使得网络版权保护的载体更加多样化；深度链接、网页转码、云存储等新技术发展，使得网络版权保护的形势更加复杂化；网络版权保护体系不断完善，使得网络版权保护的方式更趋立体化。　　在立法保护方面，法律修订和司法解释工作得到加强，网络版权法律体系不断完善。2014年6月，国务院法制办就《中华人民共和国著作权法》(修订草案送审稿)公开征求意见，为《著作权法》第三次修订做好进一步完善的基础；9月，国家版权局出台《使用文字作品支付报酬办法》，明确了数字或网络环境下使用文字作品付酬标准，该办法对作者与网络服务商协商付酬标准和司法实践具有重要意义。　　在社会保护方面，随着全民版权意识的提高，越来越多的原创作者在版权受到侵犯时选择主动维护自己的权利；互联网企业通过加大对版权采购的投入、寻求多元化合作模式、建立维权平台等方式不断丰富版权保护模式。同时，著作权集体管理组织以及各行业协会充分履行自身职能，保护会员合法权益，调动整合相关领域的产业资源，有力地推动版权立体全面联合保护。　　在司法保护方面，网络视频的版权纠纷仍然是法院审理网络版权案件的重点，同时网络文学和图片的版权纠纷有所增多。法院审理案件数量排名前三的省份分别是广东省、北京市、浙江省。传统媒体在诉讼主体中占据了10%左右，体现出在2014年文化产业融合的背景下传统媒体与新兴媒体版权纠纷的上升趋势。　　在行政保护方面，国家版权局在开展版权行政监管与执法工作中，成效显著：一是继续开展打击网络侵权盗版“剑网2014”专项行动，着力解决社会关注的热点侵权问题，关闭网站750家，查办了射手网、一点资讯网等440起网络侵权盗版典型案件；二是将规范网络转载列为重点任务并取得了初步成效，未经许可通过网络转载他人作品的侵权行为有所减少，网络转载许可付酬机制正在建立；三是多部门联合督察、联合督办等协调运行工作机制进一步完善，有效保障了大案要案的查破；四是推进案件信息及典型案件向社会公开，增强了版权执法工作的公信力和影响力，着力提高公众的版权法律意识；五是行业协会和社会公众在打击侵权盗版中积极作用得到发挥，全社会维护网络版权的良好氛围逐步形成。　　作者：宋心蕊来源人民网-传媒频道)The World's Most Powerful On-Demand DRM Service.
