越通社河内——越南财政部国际合作司副司长范俊英日前在关于越南进口商品特惠税目税率表的10项议定的新闻发布会上表示,政府近日发布为期5年(从日至年)的越南进口商品特惠税目税率表。按照该表,2018年越南数千类进口商品关税将降为零。
目前,越南正在履行有关10项自由贸易协定的进口商品特惠税的承诺,具体是:东盟、东盟-中国(ACFTA),东盟-韩国,东盟-日本,东盟-印度,东盟-澳大利亚-新西兰,越南-日本( VJEPA),越南-韩国(VKFTA),越南-智利和越南-欧亚经济联盟(VN-EAEU FTA)。
上述议定补充了关于配额内税率和配额外进口税税率的规定,同时补充关于按照《越南进出口商品名单》进行商品归类的总规则和有关注释的规定以及实施规则。
根据越南—欧亚经济联盟自贸区优惠税率表的议定,至2018年有5535项税目实施零关税,同时2018年内有3720项税目降为零关税,如:乳及乳制品、汽车及其零配件、钢铁及其制品。
至于东盟中国自贸区优惠税率表的议定,2018年从5%与10%减为零关税的包括:鸡肉、咖啡、原料茶、食品加工、纺织品服装、电器与电子设备等。
关于越南日本自贸区优惠税率表的议定,2018年共有456项税目实施零关税,集中于脂肪、糖、机械设备等。
关于东盟自贸区优惠税率表的议定,越南基本完成2015年东盟关税消减,到2018年剩余7%的税目商品将采用具有灵活性的税率,上述商品主要集中于汽车摩托车及其零配件、植物油、热带水果、冰箱、空调、乳品与乳制品等。(越通社—VNA)
随着“一带一路”的推进,越来越多的朋友们开始重视开发越南市场了。以下是一份超详细的越南市场开发指南,希望对你有帮助。
做什么产品容易出口越南?
越南与周边国家的贸易非常发达,与中、韩、日、美、泰等国家经济关系密切,每年的进出口额也在不断增长。据越南统计总局公布数据,2016年越南出口总额1759亿美元,低于年度计划出口1815亿美元目标,同比增长8.6%(2015年增长7.9%)。
2016年越南的进口市场主要集中在亚洲、美洲和欧洲,进口金额分别为1407.6亿美元、145亿美元、134.3亿美元,分别占全国进口总额的80.8%、6.7%和6.4%。其中,中国是越南最大的进口市场,自中国进口499.3亿美元,占比为28.7%。美国排名次之,2016年越南自美国进口87.08亿美元。
越南进口产品主要包括三大类:机械设备为主的资本性货物(占进口量的30%)、中间产品(占比60%)和消费品(占比10%)。中国是越南的资本性产品和中间产品的最大供应国。越南国内工业部门竞争力弱,迫使很多私营企业甚至越南国有企业都从中国进口机械设备。
越南主要从中国进口机器、设备附件、计算机电子零件、纺织、皮鞋原料、电话和电子零件,以及运输车等。除中国外,日本和韩国也是越南机械、设备、工具及配件进口的两个主要来源国。特别是韩国,越南-韩国自由贸易协定(VKFTA)于2015年12月生效,扩大了韩国对越出口,尤其是在机械设备及原材料在协定生效后关税水平大幅降低,部分产品甚至直接取消进口关税,这都有助于促进韩国产品出口越南。
此外,也建议出口商亲赴越南参加展会,实地考察市场,毕竟离的不远。
出口越南须知
如果越南客人要求,可以办理一般原产地证CO或中国-东盟原产地证FORM E,其中FORM E只能用于中国-东盟自由贸易特定国家,如出口到文莱、柬埔寨、印度尼西亚、老挝、马来西亚、缅甸、菲律宾、新加坡、泰国、越南10国的货物办理原产地证FORM E可享受到关税优惠待遇的。该类型产地证到商检局或贸促会办理出具,但需要先备案;如果没有备案,也可以找代理出具,提供箱单和发票即可,大约一个工作日出证。
另外,最近做FORM E要注意,要求会更严格一点。如果是找的代理,那么所有的清关文件(提单、合同、FE)都要抬头一致,出口方是制造商的话,货描就显示MANUFACTURE字样,然后加上出口方的抬头和地址;如果有离岸公司,那么离岸公司显示在第七栏货描下方,然后第13项第三方发票打钩,中国大陆公司委托代理出证,第13项是无法打钩的。最好选择清关能力强的越南客户,避免不必要的麻烦。
越南客人常用的付款方式是T/T或L/C。如果是OEM的话,最好可以做成T/T和L/C相结合的方式,比较安全。
做T/T需要注意:
一般情况下,30%预付款,70%装货前付清,但新客户不同意的机率较大。
做L/C需要注意:
越南的船期比较短,L/C的交单期会比较短,一定要控制交单时间;
一些越南客人会人为制造信用证不符点,所以一定要完全按照信用证上的信息做单据,完全一致,不要客人说怎么修改就听从修改了。
2017年8月,越南政府颁布的8号法令25号条款第3点规定:海关申报人必须提供足够准确的商品信息,以便货物及时清关。
这意味着:不良/不完整的商品说明和低申报货物可能会被当地海关拒绝。
因此,发票上应提供货物的完整描述,需包含品牌,品名,型号,材质,数量,价值,单价等信息。客户需要确保运单上的重量与客户向海关申报的重量一致。(原产地的客户)的预报重量和称重的实际重量之间的差异可能导致清关延误。客户必须确保运单上的所有信息,包括重量是准确的。
需要了解哪些商情?
越南的官方语言是越南语,此外,法语也很通行,越南商人普遍英语比较差。
应对办法是:
用中文沟通。越南有不少华人,尤其是在中越边境市场,有很多华裔或华人在做生意,因此,在这些地方,人民币可以直接流通,可以用中文沟通。
聘用国内会说越南语的翻译。越南人和中国的京族是同一个民族。中国的京族主要分布在广西,中越边境。广西防城县沿海京族聚居地区约有1万人使用越南语。所以可以聘用京族同胞做翻译与越南人打交道,自己人总归更可靠些。
要在越南做生意,与你的合作伙伴多进行感情投资,即与决策人员多接触建立感情,疏通关系。越南的商业往来十分偏重个人交情。对于越南人来说,身为“自己人”或是被他认为是“自己人”有绝对的好处,甚至可以说是成败的关键。要成为越南的自己人不需花上数百万的钞票,也不用打响名声。做生意先谈感情。越南人乐于结识新朋友,但绝不与不相识的人有商业往来。在越南经商,人际关系非常重要,没有人缘便寸步难行。越南人通常不与不认识的人谈生意,他们固定与同一批人来往,生意圈十分狭小圈子里,人人都互相熟识,许多都是血亲或姻亲。
这对外国人来说是个好处,因为只要找对了人缘,很快就能畅通全国;不过如果把关系搞坏了,那在全国的关系可能也会跟着完蛋。但是,有些过分热情的越南人喜欢吹嘘自己“关系良好”,强调自己的人缘多么好,多么重要,这些人的话不能照单全收。我们要学会辨别,有选择的选择交往对象,尽量做有回报价值的人脉投资。
另外,要积极发展与当地有关部门的关系,政府官员诚信度较高,承诺过的政策、待遇能够很好实现。由于政府对境内大部分的商业交易都具有左右的权力,因此政府方面的人缘特别有利,加上越南的法规朝令夕改、瞬息万变,政府部门员工的权限往往比他们的职位所赋予的要大得多,甚至有些政府官员自己还经商。在越南,under the table的桌下交易比较多,佣金文化比较流行,“好处费”一定程度上比较流行。
越南人非常注重礼节往来,不管是跟你的企业具有重要关系的政府部门还是合作伙伴、经销商,你都需要把他们当朋友,每逢节日必定要走动。
许多亚洲文化都不赞成有话直说,多数越南人也不讳言地表示,公开的言论及手势往往与“完全的事实”相去甚远。在做生意时,越南商人真正的意图和想法时常秘而不宣,他们与外国人交往时尤其如此,因为他们相信外国人也在耍同样的伎俩。
但是,越南商人并不认为口是心非是欺骗的行为,反而视之客气体贴的表现。越南文化视客气与体贴为善良的美德,坦白无隐与直来直往会引发冲突,人们应不惜一切地避免与人发生冲突,尤其是公开的冲突。为此,他们所选择的策略是说假话,至少是口是心非。
勤劳而“狡黠”
越南人似乎是天生的企业家。在越南,每一户面对商业街道的人家,都会把前厅改造成了仓库或店面,在他们的铁卷门后,藏着大大小小的木箱纸箱,里头货品一应俱全。有人戏称越南人:“如果一粒木瓜从树上掉下来,在它掉到地上以前,就有人抢着要挂牌出售了。”
在越南,再微小的技能,越南人都有办法用它来谋取利益,完全没有技能的人则是当掮客。在越南,各主要公路和乡间道路两旁都摆满摊贩,访客只要一停下脚步,便会被一拥而上的男女老幼包围,兜售从汽油到T恤的各类货品。在越南道路两旁,这些男女老幼兜售的每一种货品和服务,虽然还比较简陋,但是,都有现成的销网。
任何人只要去过胡志明市西区的赛马场,便可以为越南的竞争力作见证。许多当地人充满了竞争精神,虽然政府努力维持社会主义政权,但就经济上来说,实力还不是强大,商业也不是十分繁荣。这并非意味着越南人放弃了做生意,相反地,企业家都很勤恳,他们到处奔波,四下揽生意。
越南人的“狡黠”体现在他们善用小聪明和小伎俩,而且商业诚信不是很高。甚至有人认为越南人是有名的忘恩负义。很多越南客户付款不痛快,总是东找理由西找借口拖着你,希望把你拖急了你就给他打个折,更有甚者直接赖住不给了。这点我们要注意,要从付款方式开始,牢牢控制主动权。
爱贪小便宜也是他们一个众所周知的特点,他们会要求你安排住宿、交通、吃饭等等一大堆问题,能抠你的尽量抠,还经常都在谈好的价格的基础上附加很多额外的东西。
决策特别慢

与越南人做生意,必须亲自拜访对方多次,才能看到一点点即将进行决策的迹象,因此如果做决策所花的时间比预期的要长,也别失望。因为决策慢是越南人的一个特点。
越南人以个人交情及面子问题作为决策的依据,如果他们对你的印象好,便会特意给你方便,倘若对方对你的印象不佳,则无论你的提案多好,他们也不会接受。
不重计划,率性而为
许多西方人喜欢订定计划,然后按照计划行事,越南人则较喜欢顺其自然、见招拆招。他们很欣赏西方人积极的作风,却无意起而效尤。外籍商人在越南经商,切记要保持轻松的态度与沉着的耐性。经验老到的商人认为,如果去一趟越南有75%的行程能够按预定计划进行,就算很成功了。
越南人厚爱红色,视红色为吉祥、喜庆之色。非常喜欢狗,认为狗忠实、可靠、勇敢。喜爱桃花,认为桃花鲜艳、美丽,是吉祥之花,并称之为国花。他们忌讳别人拍他们的肩膀或用手指着他们大声叫嚷,认为这是有失礼貌的举止;忌讳用脚指物,或把脚掌对向别人,认为这是污辱人的动作。
“越南制造”的未来
越南加入TPP之后,在发达国家的协助下,很多东南亚国家,正系统化的通过贸易、税收和土地优惠等各种策略“挖角”中国制造。如今,不仅日本企业加大了对越南的投资,很多中国企业也在将产能向越南迁移。
越南最大的优势就在于廉价的劳动力,根据国际劳工组织(International Labour Organization)的统计数据,越南工人在2013年的平均月薪仅有197美元,而在泰国和中国,这个数字分别为391美元和613美元。另外,越南人口结构也相对更加年轻,65岁以上的老年人只占总人口的6%,而中国和韩国的这一比例分别为10%和13%。
当然,越南制造业目前主要还停留在比较低端的产业上面,比如纺织品、服装、家具和电子产品。但随着各大公司加大投资、提高培训水平、改变研究与开发战略,这种局面在今后可能会发生变化。
而劳资纠纷是越南制造业的风险所在。如何处理好劳资关系,是越南制造业崛起过程中必须解决的问题。
越南将优先发展以下行业:
加工制造业和化工业
1、机械和冶金业
到2025年,优先发展用于工业生产的机器设备、汽车及零配件、钢铁;2025年后优先发展造船业、有色金属和新材料。
到2025年,优先发展基础化工、油气化工、塑料和橡胶零配件化工;2025年后优先发展医药化工。
3、农林水产加工业
到2025年,按照农业产业结构调整方向优先提高主要农产品、水产品和木制品的加工比例。在生产加工过程中采用国际标准,建设越南农产品品牌和竞争力。
4、纺织和鞋业
到2025年,优先发展用于国内生产和出口的纺织和鞋业原辅料;2025年后,优先发展高级时装、鞋业。
电子通信业
到2025年,优先发展电脑、电话及零配件;2025年后优先发展软件、数字业务、通信技术服务和医疗电子。
新能源和再生能源
到2025年,大力发展新能源和再生能源,如风能、太阳能、生物质能力;2025年后大力发展核能、地热、潮汐能。
